Following the law n ° 2007- 011 of March 13th, 2007 relating to decentralization and local liberties in Togo, the commune of Notsé, administrative centre of the prefecture of Haho, located in the region of plateaux, adopted its administrative account 2017 during an ordinary session.

On 23 April 2018, the commune of Notsé, a partner of the Support Program for the Strengthening of Local Participative Democracy for Sustainable Development (PARDL-DD), led by Entreprises Territoires et Développement (ETD), made public its 2017 administrative account The ceremony was held in the presence of local administrative, traditional, religious authorities and representatives of partner civil society organizations.

In his welcome to the session, the vice-president of the special delegation of the ommune of Notsé thanked the participants for their availability, and recalled that this meeting aims to present the actual achievements in terms of expenditures (mandates) and revenues ( securities), and the accounting results for the year 2017.

For the prefect of Haho, the town of Notsé were noticed for several years by his work that satisfies his partners. The commune is today a community that can meet the requirements of decentralization following the local elections that are announced. Also, before declaring the session open, he wished to congratulate and encourage the partners of the commune for their good will and their dedication.

From the presentation of the manager of the commune, we note that the 2017 management budget is balanced in income and expenditure at the sum of 152 333 641 CFA francs including 58.72% for the operation and 41, 28% for the investment and equipment. The execution at the end of 2017 shows an overall deficit of 19,194,090 CFA francs and a recovery rate of 53.38%. For the commune authorities, this deficit is explained by the reluctance of some taxpayers to pay taxes, the low mobilization of own revenues and the willingness of the city council to invest more.

It should be pointed out that with the rebate of the revenue donated by the Togolese Revenue Agency (OTR) last March on behalf of 2017, the result becomes surplus of 13 492 064 CFA francs.

Among the achievements made in 2017 by the commune, we can mention the construction of a building annex of the town hall, a shed at the Tako bus station with the support of ETD, the establishment of the treatment device. waste at the final discharge site, the extension of drinking water and the construction of 5 (five) standpipes.

As a reminder, ETD were supporting of Notsé commune since 2010, particularly in the mobilization of financial resources. This support allowed this community to improve its collection rate and to display this year its implementation budget, an exercise that tends to develop in Togolese communities.
