As part of the implementation of the project PAEIJ-SP (Support Project for the Employability and Integration of Young People in the Promising Sectors), a supervision mission was organized in June 2017 in some ESOPs from Togo.

This supervision mission was conducted by a team of the Project Management Unit (PMU) with the participation of ETD and two members of the Youth leadership and Youth Employment (DJEJ).

The mission has aimed to monitor the level of achievement of the activities carried out and to assess the results achieved in the relevant ESOPs by the PAEIJ-SP project.

In fact, for the implementation of the PAEIJ-SP, a partnership contract signed between ETD and the Ministry of Development at the Base, of Handicrafts, of Youth and of Youth Employment (MDBAJEJ) is executed from January 2017. As a reminder, the PAEIJ-SP is a project initiated by the government through the MDBAJEJ, in partnership with the African Development Bank.

It is therefore for the successful implementation of this project that a supervision mission took place from 07 to 10 June 2017 in the ESOP Agou, SojaNyo, Meat Notsè, Kouka and Blitta.

The mission took place in two ways: firstly, a visit to the ESOPs and discussions with their leaders, and secondly, field visits to tontines created as part of the PAEIJ-SP and meetings with first-time entrepreneurs.

The visits to the ESOPs were aimed at:

  • Measure the progress of the project and the support provided by ETD;
  • See if the recommendations previously made to the ESOPs have been taken into account.

For their part, field visits made it possible to assess the progress of the contracting process and the effectiveness of the farmers’ work.

The mission began on June 7, 2017 with a visit to the ESOP Agou cassava processing site. After interviews with ESOP officials, visits were made to tontines such as the Novissi, Alafia and Solidarité tontines in the villages of Gilgal and Amouzoukopé. The members of the supervision mission also met with primos whose plots they visited.

The supervision mission of the PMU then continued in Notsè on June 8, 2017, with the visit of the ESOP soybean handling and processing site SoyaNyo. During this visit, the PMU team met with ESOP officials and two field visits were made to meet the Nopegale tontine in the village of Zitsou and the other at Kulugnana on the maize plot of the primo Guenou Komlan.

In addition, in Notsè, a visit was also made to ESOP Meat and discussions were conducted with the breeding technician.

Finally, the ESOP Kouka and Blitta were visited following the same approach as the previous ESOPs.

All these visits made it possible to make various observations, particularly: on the effectiveness of the support provided by ETD; on the functioning of ESOPs; on the mechanism for linking tontines of farmers and first-time entrepreneurs; on contracting and starting work with the primos; on the support of the Producer Monitoring Officers (CSP) and on the participation rate of women in tontines.

Various lessons learned from this supervision mission helped to take stock of the progress of the project. Recommendations have been made to ETD and ESOPs by the PMU supervision team, although at this stage of the work, it is still too early to produce quantitative results.
