Operation areas: Togo, Region of Plateaux, Prefectures of Haho, Moyen-Mono and Est-Mono and the urban commune of Notsè.
Overall goal: Contribute to the strengthening of democracy and local socio-economic development with a view to producing and managing high-quality public goods and services for the populations and supporting the implementation of local initiatives.
Specific goals:
- Consolidate and disseminate the practices of participatory local democracy in the decision-making processes between civil society and local government with a view to ensuring a quality public service to the populations.
- Increase the involvement of farmers in local agri-food value chains and generate sustainable employment for young people and women through ESOP scaling up.
Expected results:
- R1: The consultative frameworks at different territorial levels are functional, autonomous and guarantee a transparent and sustainable management of public services in Haho, Moyen-Mono and the commune of Notsè.
- R2: The achievements in terms of governance, planning are disseminated in the prefecture of Est-Mono
- R3: The project management, planning and financial mobilization capacities of the four local communities have been strengthened.
- R4: Activities improving the living environment of inhabitants and the economy of the territories are implemented under the control of communities.
- R5: Six agri-food value chains are being promoted through the consolidation of the four existing ESOPs
- R6: A network of companies around the four ESOPs involving young people and women is set up around high value-added sectors (soybeans, peanuts, meat, maize and rice).
Target groups (beneficiaries): The three Councils of Haho, Moyen- Mono, Est-Mono and the Council of Urban commune of Notsè; the entire population of Haho, Moyen-Mono and Est-Mono prefectures (approximately 350,000 inhabitants); and civil society organizations; small farmers and their families; the decentralized technical services of the government.
